More detailed professional guidance is available via the UK Medical Research Council guidelines. This provides detailed information from one of the UK's most important research funding agencies. Particular useful sections are 2.4, the Case for Support and 2.5 the Justification for costs associated with the proposal. But try reading through all of the guidance.
Although more concerned with economics and the social sciences, the ESRC guidelines on applying for grants is still relevant to writing any research grant proposal so please take a look!
An increasingly important aspect of grant writing these days is giving the funders a good idea of what the impact of your research is likely to be on the wider community (both scientific and more broadly, on society). The MRC 's section on this (2.6) is as good as any for a place to start. Impact has always been important of course but it is set to play a much bigger role in the future.
