The following textbooks are of general use, though they are all now somewhat out of date. They are all published by, and freely available from, the Public Procurement Research Group, University of Nottingham.

Sue Arrowsmith (Ed.), EU Public Procurement Law: An Introduction (EU Asia Inter University Network for Teaching and Research in Public Procurement Regulation, 2010)  Note: this is a useful overview but is based on the Public Sector Directive 2004/18 rather than  the Public  Contracts Directive 2014/24/EU
